It is now almost a hundred years since the WEA has been active in community education in Wales, and thanks to European Union Funds it has been able to initiate community projects that would otherwise struggle to find the necessary resources.

Building the Learning Community or Project 11, as it is known within the WEA, and Progression Through Partnership (Project 18), are two such projects funded by the European Social Fund through the Welsh Assembly Government and the Welsh European Funding Office - offering increased opportunities for adults to become engaged in community based learning.

By offering innovative learning opportunities for people in disadvantaged communities, the projects aim to provide progression to work, further study, and community activity. Success is also achieved by developing self-motivated learners who are able to draw strength from their local learner networks.

The case studies featured here illustrate what has been achieved by the WEA, and include examples of learner development and empowerment as well as accounts of partnership working, which demonstrate what can be achieved when two organizations, committed to democratic learning, work together.
